The basic plan of soil scratching for weed management is ancient and was done with hoes or mattocks for millennia before the rotary hoe was developed. Cultivators were originally drawn by draft animals (such as horses, mules, or oxen) or were pushed or drawn by individuals. In fashionable business agriculture, the quantity of cultivating done for weed management has been greatly reduced via use of herbicides instead. However, herbicides don't seem to be continuously desirable—for example, in organic farming.

The high-powered rotary hoe was fabricated by Arthur Clifford Howard who, in 1912, began experimenting with rotary tillage on his father's farm at Gilgandra, New South Wales, Australia. At first, using his father's steam tractor engine as a power supply, he found that ground may well be automatically plowed while not soil-packing occurring, as was the case with traditional plowing. His earliest styles threw the plowed soil sideways, till he improved his invention by coming up with associate L-shaped blade mounted on wide spaced flanges fastened to a small-diameter rotor. With fellow apprentice Everard McCleary, he established an organization to form his machine, however, plans were interrupted by warfare I. In 1919 Howard came back to Australia and resumed his style work, patenting a style with five rotary hoe cultivator blades and an enclosed combustion engine in 1920.

In March 1922, Howard shaped the corporate Austral Auto Cultivators Pty Ltd, that later became called Howard auto Cultivators. it had been primarily based in Northmead, a suburban area of Sydney, from 1927.
